TOWN OF WEATHERSFIELD, VERMONT PLANNING COMMISSION Monday, October 1, 2007 I.         Roll Call: Commission members present were Ed Williams, Peter Daniels, Julia Schmitz, Don Connor, Bruce Cox, and deForest Bearse (Land Use Administrator) The audience members present were Shari Gonyea, Dan Jarvis, Stan Havey, and Chris Havey.
Peter Daniels called the meeting to order at 7:00. II.           Approval of Minutes: Meetings of August 13, 2007; September 10 & 11, 2007 Julia Schmitz made a motion to accept the minutes of August 13, 2007. Don Connor seconded it. All were unanimous. Julia Schmitz made a motion to accept the minutes of September 10, 2007. Ed Williams seconded it. All were unanimous to accept the minutes with minor corrections. Julia Schmitz made a motion to accept the minutes of September 11, 2007 conducted by phone conference. Ed Williams seconded it. All were unanimous. III.      Public Hearings:
Peter Daniels opened the hearing at 7:05 by reading the Warning. The Commission looked over the site plan and had asked informally to add some new language to the final plat. The plat will be the only one recorded and deForest Bearse will reference the file number on the plat. Mr. Havey stated that he talked with Willis Consulting Engineers and they did not think that it should be on the plat. The Commission asked for a driveway profile and it is on Willis’s drawing, but not on Farnsworth’s. Everything in the letter dated June 20, 2007 to Mr. Havey from the Commission has been addressed. Ed Williams made a motion to approve the final plat #07.2707 subject to verification in writing that item #4 of the notes is not in conflict with the low risk handbook, reference last revision date and drawing profile of Willis Consulting Engineers and the final mylar should have the correct abutters. Julia Schmitz seconded it. All were unanimous to close the hearing at 7:22.Â
Peter Daniels opened the hearing at 7:25. Julia Schmitz did not participate in this hearing. The final plat dated July 13, 2007 showed the zoning district boundary added and the outside map soil unit. There are no new items going on the soil. The right of way is delineated. Ed Williams made a motion to approve the final plat subject to the filing of the driveway permit as shown on Farnsworth’s drawing dated September 12, 2007. Don Connor seconded it. All were unanimous to close this hearing at 7:37. IV.      Other:
The Commission went over ideas for a stamp to be used on final plats.
The Commission discussed zoning on prime agricultural land. Under 6.10.7, after statewide significance, put a comma, delete when and replace it with unless and it is all one sentence, period after unavoidable and capitalize such since it is a new sentence. Also, delete due to steep slope and wetlands. The Commission agrees that accessory buildings within close proximity of other structures should be allowed. If there is not a primary structure there, then the structure should be put on the edge of the field. The goal of this Bylaw was to preserve and protect prime agricultural land, but still have it be developable land.Â

VI.           Adjournment: Julia Schmitz made a motion to adjourn the meeting at 9:40. Ed Williams seconded it. All were unanimous to adjourn the meeting.
