PLANNING COMMISSION
Monday, May 19, 2008
Workshop Meeting

I.    Roll Call:
Commission members present were Peter Daniels, Bruce Cox, Ed Williams, and deForest Bearse (Land Use Administrator).

The audience members present were Todd Hindinger, Jason Rasmussen, Destiny Lawyer, Scott and Terry Smead, and Christopher Charest.

II.    Approval of Minutes: Meeting of April 28, 2008
    Ed Williams made a motion to accept the minutes of April 28, 2008 with corrections.  Bruce Cox seconded it.  All were unanimous to accept the minutes with the corrections.

III.    Subdivision Regulations (Jason Rasmussen, SWCRPC)
(1) New language for Articles I, “Authority and Purpose”
Jason Rasmussen gave the Commission members a working draft of the subdivision regulations.  The Commission discussed Articles I and II.  

(2) New language for Article II, “Subdivision Application Procedures”


IV.    Public Comment:
deForest Bearse and Ed Williams went over their suggestions for the wording on Zoning Bylaw 6.10.7.  

Proposed zoning bylaw:

Prime land identified by the Natural Resources Conservation Services as "P - prime" or "S - significant" is land to be preserved.

These lands are shown on the map, "Important Farmland Soils, Weathersfield, Vermont" printed by SWCRPC based on data provided by the USDA.  Additional information can be obtained from the USDA WebSoil Survey at http://websoilsurvey.nrcs.usda.gov/app/.

Land uses other than agricultural or forestry shall require a conditional use permit from the Zoning Board of Adjustment.  The Zoning Board shall condition the proposed development so as to maximize preservation of the protected soils.  In no event shall the total area of impermeable surfaces on the P or S-designated soils - existing and proposed combined -  exceed 10% of the total area of the mapped protected soils on the parcel.

A conditional use permit shall not be required when the proposed development is an attached addition to an existing building that will not result in greater than 10% impermeable surface on the protected soil or when there are three (3) or less acres of contiguous soils.

Ed Williams made a motion to approve the new language for 6.10.7 with definition of impermeable to be included.  Bruce Cox seconded it.  All were unanimous to approve the new language.

Bruce Cox made a motion to warn a public hearing for June 9th for the revised Zoning Bylaw 6.10.7.  Ed Williams seconded it.  All were unanimous to warn a public hearing.
 
V.    Adjournment:
Ed Williams made a motion to adjourn the meeting at 10:15.  Bruce Cox seconded it.  All were unanimous to adjourn.
