PLANNING COMMISSION

I.          Roll Call:

Commission members present were Bruce Cox, Ed Williams, Gil Whittemore, Peter Daniels, Michael Todd, and deForest Bearse (Land Use Administrator).

The audience members present were Roy Mark and Lillian Dunn.

Bruce Cox called the meeting to order at 7:00.

III.            Approval of Minutes: Meeting of January 25 and February 8, 2010

Michael Todd made a motion to approve the minutes of January 25, 2010 as corrected.   Gil Whittemore seconded it.  All were unanimous.

II.        Review Meeting Agenda - additions, corrections

There was none.

IV.       Public Hearings:

A.    Final Plat Reviews - #01.1110 by Roy Mark for the subdivision of 22 acres of land at 6 Stokes Road into two lots

Bruce Cox opened the hearing at 7:07.  The Commission looked over the site plan.  Gil Whittemore made a motion to close the hearing.  Ed Williams seconded it.  The hearing was closed at 7:15.  All were unanimous to close the hearing.

Ed Williams made a motion to approve final plat  #01.1110 by Roy Mark into two lots prepared by Dibernardo Associates dated 8/28/09  Drawing #881479-2 with a letter that  if the house location is changed to the extent that a modification of the State Wastewater Permit is required that it be shown on a new mylar.  Peter Daniels seconded it.  All were unanimous.

V.            Requests/Reviews:

None.

VI.            Discussions:

A.    Town Plan Revisions

*Transportation chapter

Bruce Cox stated that the Commission should get traffic counts from the Regional Planning Commission.  They should ask Westley Hazeltine for the total number of miles of streets in Weathersfield and surface cover of streets.  The Commission would like to have Westley Hazeltine's input on Town roads.

deForest Bearse stated that the Regional Planning Commission has a computer program that contains information on bridges and high risk intersections.

Peter Daniels stated that portions of the Exit 8 Interchange Master Plan be incorporated in the transportation chapter.  The other Commission members agreed with that.  deForest Bearse stated that a map of the CT River Transit bus route should be included in the Town Plan.  Ed Williams suggested that it would be good if there was a park and ride area near Downers.  The Commission will update the airport and park and ride sections.

The Commission would like to see if Chief Brown and Westley Hazeltine would like to come to a meeting in regards to this chapter.

*Economic Development chapter

Michael Todd made a motion to adjourn at 8:17.  Peter Daniels seconded it.  All were unanimous to adjourn.
