TOWN OF WEATHERSFIELD, VERMONT
PLANNING COMMISSION
Monday, April 26, 2010


I. Roll Call:
Commission members present were Bruce Cox, Ed Williams, Michael Todd, Gil Whittemore, Alan Hudson, John Broker Campbell, Julia Lloyd Wright (ex-officio), and deForest Bearse (Land Use Administrator).

The audience members present were Emily Abbott, A. Abbott, Rolly Cann, Ellen Fraczek, Jason Haber, Whitney Haber, Gerald McIntyre, Gary Pellerin, Brenda Richardson, Carmen Bromley, George Murray, Tonia Murray, Evertt Bingham, Marilyn Houghton, Theodore Goddard, Edith Stillson, Sandra Conant, Debbie and Keith Graham, Albert and Dagmar Martin, Peter Mitchell, Denny Rounds, Grace Knight, Pru Russell, Peter and Judy Jarvis, Barry Newton, John Arrison, Bonnie and Dwight Jarvis, Lori Muse, Christine McCleary, Ernest Shand, Willis Wood, Jeff Spurr, Dan Willey, David Morton, Chris Harris, and Charlie Johnson.

Bruce Cox called the meeting to order at 7:00.

II. Review Meeting Agenda: additions, corrections
There were none.

III. Approval of Minutes: April 12, 2010
Michael Todd made a motion to approve the minutes of April 12, 2010. Ed Williams seconded it. All were unanimous to approve the minutes as corrected.


IV. Public Outreach Meeting - #1
The public outreach meeting was held and input was accepted. Public comments are attached.


V. Public Hearing:
None

VI. Requests/Reviews:
None

VII. Adjournment:
John Broker Campbell made a motion to adjourn at 9:00. Gil Whittemore seconded it. All were unanimous to adjourn.

- land use called zoning, needs to be proper communication between the ZBA and the zoning administrator, keep the beauty of Weathersfield, allow townspeople to earn a living somewhere else in town, living wage housing.

- economic development does not need to be an eyesore, take conflict away, landscaping around industries, no heavy industry, but light industry

- the Kelley Farm is on prime agricultural land, but zoned industrial, more food growing areas

-the State demands certain things, such as designation of agricultural land is a State map, as is deer yards, likes zoning, but need to look at multiple small business

- if agricultural land is not being used, it could be developed

- when people are starting out, they do not have a lot of money for aesthetics. If someone does not have money, do not put restrictions on them.

- if someone buys a property, they should have a business, easier to have a business to help the Town and the economy

-it is difficult to farm nowadays, feels that zoning is pushing in and farmers out, hate to see people zoned out of rural areas

- there should be a balance between the landowners and land use and zoning, should be allowed to put a house on one acre, but some have to have 10 acres, needs to be equity

- a few years ago his family bought 6 acres of prime agricultural land, the taxes were $250. and now are $1800., bought it as an investment, but rent it to a farmer for $400 and would have to sell a lot of vegetables to cover the property taxes

- the upper and lower parts of Mt. Ascutney is preserved, would like to see the other side of Mt. Ascutney preserved

- zoning has incorporated regulations by the State, would like to see those regulations out of zoning, let the State enforce it

- the Planning Commission is responsible to plan for the future and now it plans for people from out of state, nothing affordable for town's people, the town needs its own sewer and water
