Introductions:

Commission members present were Bruce Cox, Michael Todd, Ed Williams, Gil Whittemore, Alan Hudson, Julia Lloyd Wright (ex-officio), and deForest Bearse (Land Use Administrator).

The audience members present were Herbert Steele, Jonas Steele, Patricia Steele, and Laura Smith.


II. Approval of Minutes: Meetings of July 26, 2010

Alan Hudson made a motion to approve the minutes of July 26, 2010 with corrections. Michael Todd seconded it. The motion passed 4 to 0 with one abstained.


III. Review Meeting Agenda - additions, corrections

deForest Bearse received a letter from Michael and Jamie Lockwood requesting a waiver for the deadline on sketch plan #072809. Michael Todd made a motion to grant an extension of 60 days. Alan Hudson seconded it. All were unanimous to grant this extension.

Bruce Cox stated how he attended the last Select Board meeting. The Planning Commission will be holding a joint workshop meeting with the Select Board on September 8, 2010 to discuss the Agricultural Bylaw. According to the Select Board, the Commission needs more than just the maps to decide upon agricultural soil. Gil Whittemore stated that the EPA has a point scale to score things. The Commission could look at that too. He will e-mail it to the Commission members.

V. Requests/Reviews:
A. Sketch Plan Review
#07.2210 by Herbert and Patricia Steele- 3.09 acre lot off of Dan Jarvis Road
Herbert Steele is doing this subdivision to give his son 3.09 acres. The proposed driveway is an old logging road. deForest Bearse stated that there are no protected resources on this property. The Commission looked at Section 370.3B under the Subdivision Standards. Driveways are not to exceed 15% slope for more than 50 feet. The proposed driveway will be 16% slope for about 200 feet. Herbert Steele stated that he has contacted Darrin Spaulding, the Ascutney Volunteer Fire Chief, and he said that would not be a problem. Darrin Spaulding will be providing a letter. It will be a private right of way and there is no prime agricultural land or deeryards on it. He sees at least two culverts going where current water bars are located. The logging road has never washed out before. He showed the Commission members the location of the current and proposed two CVPS poles on the sketch plan. CVPS needs to get permission from one landowner and the rest will be located on his property. He does not expect the Town to maintain the road.
Bruce Cox stated that the fire trucks need to be able to get within100 feet of the building and there should be a turnaround. Herbert Steele stated that the fire trucks will be able to and he could do a turnaround if needed.
deForest Bearse read the Weathersfield Conversation Commission letter dated August 8, 2010. They did not have any concerns.
Laura Smith stated that she is worried about her 15 foot shallow well and concerned with the runoff from the construction site. Ed Williams stated that in order for Herbert Steele to do this he will need to be a certain amount of feet from wells. The State Wastewater Permit will make sure that happens. Laura Smith stated that her driveway is downhill from her well and about 60 to 70 feet. Anything that runs off from the proposed driveway could end up in her well. Herbert Steele stated again that he would be putting in culverts where the water bars are currently located. Michael Todd stated that during the State permitted wastewater process, they would identify a buffer. Ed Williams stated that there could be an erosion control plan and not have any runoff from the driveway.
The Commission went over the checklist. Herbert Steele will need a letter from the fire chief; show turnaround, culverts, development envelope; note all construction in low risk handbook; current signature block; show existing and proposed poles; measurement from the edge of right of way to Ms. Smith's well; and show steps in runoff plan.
Michael Todd made a motion to move to final plat for Sketch Plan #10-973 dated 6/22/10 by Gary Rapanotti for subdivision of 3.09 acres. Alan Hudson seconded it. All were unanimous.


VI. Discussions:
Town Plan Revisions
(1) Summary of public input
Julia Lloyd Wright will create an outline for the energy chapter for the Commission. deForest Bearse will do that for the transportation chapter. These will be presented to the Commission members.

Gil Whittemore made a motion to adjourn the meeting at 8:50 PM. Alan Hudson seconded it. All were unanimous to adjourn.
