TOWN OF WEATHERSFIELD, VERMONT PLANNING COMMISSION Monday, May 23, 2011
I. Introductions:
Commission members present were Bruce Cox, Michael Todd, Ed Williams, Alan Hudson, Gil Whittemore, and deForest Bearse (Land Use Administrator).
There were no audience members present.
II. Approval of Minutes: Meeting of May 9, 2011
Michael Todd made a motion to approve the minutes of May 9, 2011 with corrections. Alan Hudson seconded it. All were unanimous.
III. Review Meeting Agenda - additions, correction deForest Bearse stated that there is an Act 250 application to install four new antennas and an ice shed on the north side of Mt Ascutney. She stated that one antenna would be white. She has asked for it to be gray instead.
IV. Public Hearings: None A. Final Plat Reviews (1) App. #10.2010 by Gary and Christine Bullard requesting an amendment to final Plat #04.2006 (cont. from April 25, 2011) Bruce Cox opened the hearing at 7:03. deForest Bearse received an email from Christine Bullard requesting to be continued to June 27, 2011. Michael Todd made a motion to continue App. #10.2010 by Gary and Christine Bullard to June 27, 2011. Ed Williams seconded it. All were unanimous.
V. Requests/Reviews: None
V. Discussions: A. Bylaw/Regulation Revisions
(1) Section 6.5 Nonconforming Structures The Commission would like to ask VLCT lawyers what other towns do with nonconforming structures and ask if people would be allowed to build up.
(2) Section 6.10.1 Streambank Conservation Alan Hudson stated he has talked with two surveyors and it is difficult to measure four feet. For instance, do you measure four feet for the whole stream? The Commission discussed this section and put in some new language.
(3) Small Repair Shops The Commission discussed home industry and small enterprise. Michael Todd stated that small repair shop was in home industry and now is under small enterprises. Ed Williams said he could see one bay there, but two bays should be under small enterprise. Michael Todd said as long as it meets the character of the area. Ed Williams said there is no criteria to make sure the character of the area is being protected. The Commission discussed home occupation, small enterprises, and home industry. They will be continuing this discussion at their next meeting.

B. Town Plan Revisions (1) Energy (2) Economic Development deForest Bearse stated that an economic development chapter is now required in the Town Plan. VII. Public Comment: There was none.
VIII. Set or reinforce the agenda, date, time, and place for the next meeting The Commission would like to discuss small repair shops first, then home businesses, and then multiple principal uses on a single parcel.
IX. Adjournment: Michael Todd made a motion to adjourn at 8:55PM. Alan Hudson seconded it. All were unanimous.
