TOWN OF WEATHERSFIELD, VERMONT PLANNING COMMISSION Monday, September 26, 2011
I. Introductions:
Commission members present were Michael Todd, Ed Williams, Bruce Cox, Alan Hudson, Gil Whittemore, and deForest Bearse (Land Use Administrator).
The audience member present was Gary Rapanotti.
Bruce Cox opened the meeting at 7:00 PM.
II. Approval of Minutes: Meeting of September 12, 2011
Michael Todd made a motion to approve the minutes of September 12, 2011 as presented. Alan Hudson seconded it. All were unanimous.
III. Review Meeting Agenda - additions, correction
There was none.
IV. Requests/Reviews: A. Sketch Plan Review #01.1311 by Fire LLC for subdivision of 50± acres of land on the corner of Beaver Pond Road and Gravelin Road into 3 lots Gary Rapanotti stated to the Commission that nothing has changed on the sketch plan. The Select Board discontinued the ancient road and the monuments will be set. deForest Bearse will contact the fire department in regards to access to the building sites. There also will need to be driveway permits. Bruce Cox went over the review checklist. This will come back as a final plat pending driveway permits and a letter from the fire department.
V. Discussions:
A. Bylaw Revisions
(1) 9.2.2 (12) Exempt structures The Commission discussed this bylaw and made minor changes to the wording after some discussion. deForest Bearse will present the Commission with a new draft.
(2) Deferral of Development Rights (subdivision regulations) This was postponed till their next meeting.
(3) Section 6.12 Height Limitations Ed Williams presented the Commission with a copy of the Arlington, Massachusetts definition for height of a building. The Commission agreed upon how to measure the height of a building using the average grade.
(4) Nonconforming Uses (5) Home Businesses The Commission looked over Gil Whittemore's comments and deForest Bearse's draft of purpose and definition. They discussed standards for this. Ed Williams stated that parking for home business needs to be clearly defined.
(6) Interested Persons (7) WCFs (8) Small Repair Shops (9) Accessory Uses and Structures (10) Multiple Uses on a Single Parcel (11) Farmers Markets (12) Housekeeping of Bylaws
B. Town Plan Revisions (1) Energy Chapter (2) Land Use Chapter The Commission looked over Title 24 in regards to land use.

VII. Set or reinforce the agenda, date, time, and place for the next meeting
VIII. Adjournment: Gil Whittemore made a motion to adjourn at 9:00PM. Bruce Cox seconded it. All were unanimous.
