January 25, 2012
Meeting Minutes
I. Roll Call
Board members present at the meeting were Ted Goddard, David Gulbrandsen, Barbara Ingalls, Debbie Graham, and Michael Cohen. Land Use Administrator deForest Bearse was also present.

The audience members were Timothy and Kaitlyn Knapp, and Donna Cauti.

David Gulbrandsen called the meeting to order at 7:00PM.

II. Additions & Corrections
There were none.

III. Approval of Minutes: January 11, 2012

Ted Goddard made a motion to move approval of the minutes to the end of the agenda. Barbara Ingalls seconded it. All were unanimous. Ted Goddard made a motion to approve the minutes of January 11, 2012 as written. Barbara Ingalls seconded it. All were unanimous.


IV. Public Hearings
(1) App. #11.3011 by Donna Cauti and Dino Zampini to establish "Scepter Services" at 7505 Route 131 (cont. from 1/11/2012)
David Gulbrandsen opened the hearing at 7:04 PM. He reminded the audience members that they were still affirmed from the previous meeting. Donna Cauti stated that the surveyor, Ralph Farnsworth, did not want to come onto the site. He told her verbally over the phone that the measurements are there. Donna Cauti stated that she looked at the site plan again and found the opening in the stone wall. She paced it to the known pin. Timothy Knapp stated that he agrees with the distance from the pin. Donna Cauti stated that she measured from the garage to the pin. She will go 25 feet from the boundary line.
Timothy Knapp stated that if a deed refers to a pin, the pin would be there. If one is on the site plan, it might not necessarily be there. Donna Cauti stated that the distance in the front of the stone wall and down the hill is about 168 feet from Route 131. Exhibit 8 is the revised site plan dated 1-20-12 which is not a full site plan. It has been amended to the corner. Exhibit 9 is the site plan sketch which shows the garage dimensions from the rear boundary line.
Donna Cauti stated that the tractor trailers are now going to be parallel to the boundary line due to fitting in the existing area. There will be a fence along the western boundary line up to the tree line. There are seven to eight employees with each employee coming and going about one to two times a day. Dino Zampini would be coming and going more often. There are about 20 trips per day. The dumpsters are moved zero to two times a day creating some noise.
deForest Bearse stated that Donna Cauti and Dino Zampini would be needing a certificate of occupancy. Before they could get the certificate, they would need to have everything completed on the site plan. Donna Cauti stated that they could have the fence up, trailers moved, and the ground area behind the garage leveled and smoothed by October 1, 2012.
Barbara Ingalls made a motion to close the hearing at 7:40 PM. Debbie Graham seconded it. All were unanimous to close the hearing.

There was none.

VII. Adjournment
Ted Goddard made a motion to adjourn the meeting at 7:45 PM. Barbara Ingalls seconded it. All were unanimous to adjourn.
