April 13, 2011
Meeting Minutes
I. Roll Call
Board members present at the meeting were Ted Goddard, David Gulbrandsen, Barbara Ingalls, and Debbie Graham. Land Use Administrator deForest Bearse was also present.

Prior to the meeting, the Board did a site visit to Wilgus State Park. Ted Goddard, David Gulbrandsen, Barbara Ingalls, Debbie Graham, deForest Bearse, and Ethan Phelps were present at the site visit.

The audience member present was Ethan Phelps.

David Gulbrandsen called the meeting to order at 7:00PM.

II. Additions & Corrections
There were none.

III. Annual Reorganization of the Board
Barbara Ingalls made a motion to move reorganization to the end of the meeting. Ted Goddard seconded it. All were unanimous.

Debbie Graham made a motion to appoint David Gulbrandsen as chairman. Ted Goddard seconded it. All were unanimous.

David Gulbrandsen made a motion to appoint Debbie Graham as vice chairman. Ted Goddard seconded it. All were unanimous.

Barbara Ingalls made a motion to appoint Ted Goddard as clerk. Debbie Graham seconded it. All were unanimous.

Barbara Ingalls made a motion to appoint Diana Day as recording secretary. Debbie Graham seconded it. All were unanimous.

IV. Review of Rules of Procedure and Ethics Policy
Ted Goddard made a motion to move the policy to the end of the meeting. Barbara Ingalls seconded it. All were unanimous.

Ted Goddard made a motion to accept the policy with no changes. Debbie Graham seconded it. All were unanimous. The Board signed the policy.

V. Approval of Minutes: January 26, 2011
Ted Goddard made a motion to move approval of the minutes to the end of the meeting. Barbara Ingalls seconded it. All were unanimous.
Ted Goddard made a motion to approve the minutes of January 26, 2011 with corrections. Debbie Graham seconded it. All were unanimous.

VI. Public Hearings
A. App. #03-2411A by Wilgus State Park for two variances to build two cabins at the campground at 3985 US Route 5 South
David Gulbrandsen opened the hearing at 7:05 PM. Ethan Phelps and deForest Bearse affirmed. deForest Bearse stated that Ethan Phelps is the representative for Wilgus State Park. There is already two cabins at Wilgus State Park (original permit #072904). She stated that the proposed two small cabins will not meet the required setbacks. It does not meet the setback requirement from the Connecticut River. It is needs to be 100 feet horizontally from the mean high water mark. It will be 60 feet from the Connecticut River. The stream bank setback needs to be 90 feet as the tape lies. It will be 60 feet. Wilgus State Park needs a variance for setbacks for the proposed two new cabins.
Ethan Phelps said that the existing cabins were built in 2005. The two cabins do not meet the customer demand. They are rented at capacity. The park would like to keep within the existing footprint. The cabins will be put on two existing campsites. The cabins will be 14 feet by 21 feet. The porch is 7 feet. The cabin itself is 14 feet by 14 feet. Exhibit 1 is the application with the site plan. Exhibit 2 is seven pages that show the design of the structures. Ethan Phelps stated that there will be concrete blocks on the ground, so the cabin(s) can be adjusted with frost concerns. They are prefabricated and will have one electrical outlet inside the cabin. They have smoke detectors and one overhead light. The electricity will come from the existing cabins. There is no water or sewer at the cabins. Ethan Phelps stated that the measurements of 90 feet and 60 feet were determined by a co-worker from sight drawings of the park. He stated that the park would like to keep the proposed cabins in the same area of the park. It would be easier and less expensive to add electricity. The setting on the river is attractive too. The cabins in other parks that are not on water are less popular. Parking will be behind or beside the cabins. The sites are limited to two vehicles per site. There is additional parking at three other locations in the park. The cabins are limited to 6 people, but can sleep 4 which is set by the fire safety regulations. He does not anticipate removing any soil, but might do some leveling and adding of gravel for drainage purposes. The park has 17 campsites, 7 lean-tos, 2 cabins, and 1 group area. It would be difficult and more expensive to find another spot.
David Gulbrandsen went over the variance checklist. Ethan Phelps said that it would be difficult to find another spot due to the topography. The level ground in the park has the leach field and septic located on it. The horseshoe pit is located over debris which has sinking issues. There has been camping there since the 50's. The cabin comes in three sections. The crew could put it up in one day. The panelized effect inside is to give a post and beam effect. The park owns the land directly across Route 5.
Ted Goddard made a motion to close the hearing at 7:30 PM. Barbara Ingalls seconded it. All were unanimous.

David Gulbrandsen made a motion to adjourn the meeting at 8:12PM. Ted Goddard seconded it. All were unanimous to adjourn.
