Meeting Minutes
I. Roll Call
Board members present at the meeting were Ted Goddard, David Gulbrandsen, Lynn Esty, Barbara Ingalls, and Debbie Graham. Land Use Administrator deForest Bearse was also present.

The audience members present were Theresa White, Dennis White, Alan Grigsby, and Judy Delonceau.

David Gulbrandsen called the meeting to order at 7:00PM.

II. Additions & Corrections
There were none.

III. Approval of Minutes: April 13, 2011
Ted Goddard made a motion to approve the minutes of January 26, 2011 with corrections. Barbara Ingalls seconded it. All were unanimous.
IV. Public Hearings
A. App. #05.1611 by Alan Grigsby for construction of a single family home and garage in a deer wintering area buffer
David Gulbrandsen opened the hearing at 7:07 PM. Alan Grigsby, Theresa and Dennis White, and deForest Bearse have interested party status. Theresa White, Dennis White, and deForest Bearse are abutters. They all affirmed.
There has been no exparte communication with the Board members. deForest Bearse stated that she has spoken with Alan Grigsby as zoning administrator. She felt that she would be unbiased.
Alan Grigsby stated that Christopher Bernier, Fish and Wildlife Specialist for the State of Vermont, visited his property four times and he met with him once. He contacted Christopher Bernier before he purchased the property. They have come up with a solution for maintaining the proper habitat for deer. The State used aerial photographs in the past, but now they came to the property and made specific indications where the deeryard is located. Christopher Bernier decided that there is critical habitat next to it which became part of the deeryard. They went through several house locations before deciding upon the final location. Exhibit 1 (8 pages) will be the application and the letter from Christopher Bernier dated April 23, 2010.
David Gulbrandsen read Bylaw 6.10.6. Alan Grisby said that the first location was not acceptable to Christopher Bernier. One way to do this was to trade development rights for the lower part and build in a deeryard buffer. That plan did not work out. The third site was up the hill, but that was not acceptable. On the fourth visit, they found a site. There will be proposed changes in the deed. There will be a vegetation buffer between the house and the deeryard habitat.
David Gulbrandsen went over the checklists. Alan Grisby stated that he will have water and sewer on the site. The power will come from the poles located on Thrasher Road. There is a driveway already there. The house will be 800 feet from the road. It will be a ranch style with a front porch and an attached two car garage. The deer wintering area is 41.6 acres. deForest Bearse stated that Fish and Wildlife have mitigated the protection of the deeryard.
Dennis and Theresa White looked at the proposed house site and read the proposed changes to the deed.
Ted Goddard made a motion to close the hearing at 7:36. Debbie Graham seconded it. All were unanimous.

There was none.

VI. Adjournment
Debbie Graham made a motion to adjourn the meeting at 7:42PM. Lynn Esty seconded it. All were unanimous to adjourn.
