Minutes of meeting of Zoning Board September 28, 2011 Members in attendance: Dave Gulbrandsen, Ted Goddard, Debbie Graham, Lynn Esty, Barb Ingalls and deforest Bearse Members of public in attendance: Applicant Ross Girard Meeting called to order at 7 p.m. Took roll call. Chairman Gulbrandsen announced the hearing was a continuation of the hearing which began September 14, 2011 for Application #08.2411 by Running Bear Campground for adding a single family home at the campground. Secretary Diana Day was absent and Barb Ingalls volunteered to take the minutes. No audience members other than the applicant were present. All prior business was concluded. Two new exhibit documents were presented to the Board. Exhibit #5 was letter from Darrin Spaulding, Ascutney Fire Chief. Exhibit #6 was an attachment to the Site Plan showing where parking will be and showing access to the water supply for the fire department. It's an enhanced larger picture to supplement the original Site Plan. Both Ross Girard and Darrin Spaulding met face to face in Land Use Administrator deforest Bearse's office to discuss concerns the fire dept. raised. A 5,000 gallon water storage tank was agreed upon by both of them, according to Mr. Girard. He plans to also take down eight trees which will improve access by fire trucks. A concern was raised by Chief Spaulding that the mobile home was 20 feet away from the proposed house site and extra water being available on site would help protect the two buildings. He recommended that a 6" riser be provided for hook up, which Mr. Girard said he agreed to. They agreed on the site and size of the tank. They had a discussion about lighting and deForest said if it meets dark sky standards it's fine. New diagram shows all the lights. They also discussed supplying parking which is now marked on the Site Plan supplement. Ted Goddard asked about the recreation building being three stories high and about the placement of lights. Dave Gulbrandsen informed the applicant the Board has 45 days to make their decision. Since Mr. Girard and his wife are the only ones with interested party status, an appeal won't be an issue. Dave Gulbrandsen made a motion to move minutes of the September 14, 2011 meeting to our next meeting, considering the absence of the secretary. Ted Goddard seconded. All voted yes, unanimously. No members of the public were present to comment. deforest Bearse stated there will be another hearing coming up October 26, 2011. Discussion was held on Randy Howe's roof and whether it was in accordance with permit conditions. It was reviewed and found to be in compliance. Ted Goddard made a motion to close the hearing at 7:09 p.m. Barb Ingalls seconded. All voted yes, unanimously. Ted Goddard made a motion to adjourn the meeting at 7:20. Barb Ingalls seconded.
