The meeting will be held at the Town Office in Ascutney at 7:00PM on Wednesday, September 8, 2010. The meeting is open to the public. Call the Town Office at 674-2626 for additional information. Weathersfield Invitation for Paving Bids

The Town of Weathersfield is accepting sealed bids from pre-qualified contractors to add
2.5" bituminous concrete base course, plus 1.5" wearing course, along with associated
pavement marking on Stoughton Pond Road. Bids for Weathersfield - PLH TSDP(1)
will be accepted until 11:00 am on Thursday, 9/16/10 at Martin Memorial Hall, 5259
Route 5, Ascutney, Vermont at which time bids will be publicly opened and read aloud.
Plans, Specifications, and Proposal may be seen at the following offices: (1) Town of
Weathersfield, Martin Memorial Hall, 5259 Route 5, Ascutney, VT 05030; (2) Works in
Progress, Inc., 20 Farrell Street, South Burlington, VT 05403; and (3) Construction
Industries of Massachusetts, Inc., 1500 Providence Highway, Suite 14, P.O. Box 667,
Norwood, MA 02062. Plans may be obtained from the Town of Weathersfield for
$20.00 a set. Minimum wage rates and public works employment laws are applicable.
Federal wage rates do apply to this contract. All bids must be accompanied by a
negotiable bid guarantee which shall not be less than five percent of the amount of the
bid. All bidders shall be included on the current Vermont Agency of Transportation
Contract Administration's pre-qualified list "Contractors List for Surface Rehabilitation."

Contractors shall furnish all labor, material, and equipment necessary to erect both walls
in the same locations, lengths, heights, configurations, bases, backfills, finished slopes, and
seeding as the Redi-Rock walls but using native stone instead of Redi-Rock blocks.
Contractors are not obliged to bid on Alternate A; they may submit bids using only Redi-
Rock blocks.

Construction Inspection Services
The Town of Weathersfield, Vermont, is soliciting proposals for Construction Inspection
Services for Weathersfield - PLH TSDP(1) . Construction includes, but is not limited to,
the following work on all or parts of Stoughton Pond Road: add 2.5" bituminous concrete
base course, plus 1.5" wearing course, along with associated pavement marking.
Oversight includes inspection as well as sampling/testing of construction materials. Final
plans for this project are available for viewing at the Weathersfield Town Offices, 5259
Route 5, Ascutney, Vermont 05030. The Town Office is open Monday through Thursday,
7:30 AM to 5:30 PM. Final plans may be purchased from the Town at cost. To become
eligible for contract selection, the Construction & Inspection Consultant must have a
current Vermont Agency of Transportation Form AF38 on file with VTrans. Responses
to this RFP shall consist of a Technical Proposal and a Cost Proposal being submitted in
separate sealed envelopes. Consultants interested in this project should submit five
copies of their proposals to: Jim Mullen, Town Manager, Town of Weathersfield, 5259
Route 5, PO Box 550, Ascutney, Vermont 05030 by no later than Noon on Monday,

REQUEST FOR BIDS
TO CONSTRUCT A DRY HYDRANT
AT THE END OF DRUMLIN ROAD

The Town of Weathersfield is accepting bids from contractors to construct a dry hydrant
at the end of Drumlin Road in Weathersfield, Vermont. [Note: This is not the pond at the
intersection of Maple Street and Drumlin Road.]
The Contractor shall furnish all labor, material, and equipment necessary to install the
hydrant as shown on a plan sheet entitled: "Weathersfield, 2010 DH Grant, Drumlin, USDA
Natural Resources Conservation Service, Vermont Rural Fire Protection Task Force, Technical
Support Team, Drawn by Troy Dare, dated 7/28/10, Sheet 1/5."
The Town will supply the "municipal hydrant" (a new or used fire hydrant) without
charge to the Contractor. The Contractor shall be responsible for supplying the fittings and labor
necessary to connect the fire hydrant to the 6" Schedule 40 PVC pipe.
The Contractor is responsible for providing and installing any materials not listed on the
"Bill of Materials" which may be necessary to complete the job.
The Town will install guard posts, post a "No Parking Fire Lane" sign, and construct a
shoulder on the side of Drumlin Road to provide fire truck access to the hydrant.
The existing pond is lined with clay. All disturbed areas of the existing pond, including
the dam slope which faces the pond, shall be relined with 12" of clay.
The Contractor shall seed all disturbed areas. Seeding of all disturbed areas shall consist
of one of the following, as preferred by the Contractor at the time of seeding. Either alternative
is acceptable to the Town:
Alternative One: Applications of seed, lime, fertilizer, and mulch shall be applied
at the following rates:
a) Apply Vermont Conservation Mix (or equivalent) at 120 pounds per acre
b) Apply lime at 2 tons per acre
c) Apply fertilizer 10-10-10 at 240 pounds per acre
d) Mulch with hay at 60 bales per acre.
Alternative Two - Hydromulching: Seed, fertilizer, and wood fiber hydromulch
shall be applied at the following rates:
a) Vermont Conservation Mix (or equivalent) at 120 pounds per acre
b) Wood fiber hydromulch with tacifier at 1,250 pounds per acre
c) Triple 19 fertilizer (or equivalent)
The Contractor shall contact DigSafe.
It is the Contractor's responsibility to comply with all OSHA and VOSHA requirements.

MANDATORY SITE VISIT: A site visit will be held at 8:00 AM on Monday, August
16, 2010. Attendance at the site visit is mandatory.
The Contractor will work under the general direction of the Public Works Supervisor.
Invoicing shall be for work satisfactorily completed as determined by the Public Works
Supervisor to be paid as one lump sum.
Work shall be substantially completed before Thursday, October 14, 2010.
DUE DATE: Sealed bids, clearly marked "Drumlin Road Dry Hydrant Bid" on the
outside, must be received no later than noon on Wednesday, August 18, 2010, at the following
address: Weathersfield Town Manager's Office, 5259 Route 5, Post Office Box 550, Ascutney,
Vermont 05030.
Bids shall be opened at that time, and awarded by the Town within 7 days. Unsealed,
late, emailed, or faxed Bids will not be accepted. (Note: Do not submit Bids to Public Works
Supervisor.)
Bids shall be submitted on the form provided and must be signed by the Contractor or his
authorized representative.
The contract, if awarded, will be awarded to the least costly, best qualified and most
responsible proposer. In determining the "least costly, best qualified and most responsible
proposer," in addition to price, the following may be considered:
1. The substantial performance of the proposer in meeting the specifications
and other terms and conditions of the solicitation;
2. The ability, capacity and skill of the proposer to provide the services
required, and to do so within the time specified;
3. The character, integrity, reputation, experience, financial resources and
performance of the proposer under previous contracts with the municipality and
elsewhere.
The Chosen Contractor shall supply the Town with a Certificate of Insurance showing
liability coverage no less than $1,000,000. This does not have to be provided at the time bids are
submitted. The Chosen Contractor shall either supply the Town with proof of Workers'
Compensation insurance for all employees engaged in the work or shall sign a waiver form
provided by the Town. This does not have to be provided at the time bids are submitted.
The Chosen Contractor may be required to provide references and demonstrate successful
completion of similar work. The Chosen Contractor may be required to demonstrate that he or
she consistently performs work using the highest quality of workmanship. The Chosen
Contractor may be required to demonstrate that he or she owns or has access to the equipment
required to perform this work.
The Town reserves the right: (1) to accept or reject any or all Bids in whole or in part
and to accept other than the lowest price proposal; (2) to amend, modify, or withdraw this
Request for Bids; (3) to require supplemental statements or information from bidders; (4) to
extend the deadline for responses to this Request for Bids; (4) to waive or correct any

irregularities in Bids received, after prior notice to the bidders; (5) to negotiate separately with
one or more competing bidders. All bids, upon submission, become the property of the Town.
No mobilization charges will be permitted.
The Town will issue a Purchase Order to the Chosen Contractor.

Hidden Glen Road Bridge Rehab Bid PDF Print E-mail

TO REHABILITATE
THE HIDDEN GLEN ROAD BRIDGE
[released 6/17/10]
The Town of Weathersfield is accepting proposals from contractors to rehabilitate
Hidden Glen Road Bridge (Bridge #59), located at the end of Hidden Glen Road in
Weathersfield, Vermont. The bridge is a c. 1904 rolled beam bridge with a timber deck. The
5/8/09 VTrans Structure Inspection, Inventory, and Appraisal Sheet for this bridge is attached.
Contractors shall furnish the labor, material, and equipment necessary to rehabilitate the
existing bridge. Proposals shall, at a minimum, accomplish the following Minimum Scope of
Work:
1. Set a temporary foot bridge to allow access during construction to the home located
beyond the bridge. Coordinate dates of work as much as possible with this
homeowner.
2. Lift and remove the existing wooden bridge deck and set off to side.
3. Remove and dispose of existing structural steel beams.
4. Remove tops of existing abutments as necessary to allow room for new bridge seats.
5. Form and pour Class B concrete for new bridge seats and backwalls.
6. Place stone fill as necessary in front of west abutment.
7. Repair full height vertical crack on the down steam end of abutment No. 1 (east
abutment) stem wall. Repair spalled concrete under bride on Abutment No.1.
8. Set new W18x40 structural steel beams and channel diaphragms (A588 Weathering
Steel).
9. Lift and reset existing bridge deck back in place and reattach to steel beams with
galvanized hardware.
10. Backfill behind backwalls with crushed gravel.
11. Remove temporary foot bridge and clean up jobsite.
Proposals may include Options to and beyond this Minimum Scope of Work.
The bridge shall be capable of supporting at a minimum a gross vehicle weight of 16,000
pounds [pursuant to 23 VSA 1392(1)].
SITE VISIT: A site visit will be held at 8:00 AM on Tuesday, June 29, 2010. The
Town will review the minimum Scope of Work and answer questions.
The chosen Contractor will work under the direction of the Public Works Supervisor.
Invoicing shall be for work satisfactorily completed as determined by the Public Works
Supervisor to be paid as one lump sum.
Work shall be substantially completed before November 18, 2010.
DUE DATE: Sealed proposals, clearly marked "Bridge Rehab Bid" on the outside, must
be received no later then noon on Monday, July 12, 2010, at the following address:
