Incorporated Village of Perkinsville, VT Minutes of Annual Meeting July 15, 2008 The Annual meeting of the Incorporated Village of Perkinsville, VT , being duly warned, met at 7:30 PM in the vestry of the Perkinsville Community Church on July 15th 2008 to act on the following articles. Meeting called to order by president Robert Terracciano. ARTICLE 1: Shall the voters of the Village of Perkinsville accept the reports of the Village €™s officers for the period from Jan. 1, 2007 through Dec. 31, 2007? There was no Treasurer 's report available as the Treasurer, Jonathan Titcomb, has failed to submit a report or to appear at a meeting for two years. The Clerk, Dorothy Richardson, submitted a report, (attatched to these minutes), which was accepted as read. The clerk reported that she still hasn 't received the Village Clerical records from the past clerk, Jonathan Titcomb. A box of old miscellaneous records, some treasury records from the €˜90 's etc. and other papers formerly in the possession of the past President Franke, were brought to the meeting by President Rob Terricciano and turned over to the clerk. But these are not the old minutes and other records of the Village. It was noted that the posted Warning at Downer 's Store was taken down 3 times by unknown person(s). Each time being replaced by an officer of the Village. The management at the store denying the removal of the posted Warning. After the reports and discussion, Article 1 was passed. ARTICLE 2: Shall the voters of the Village of Perkinsville authorize the Board of Trustees to borrow money, if necessary, to pay current expenses in anticipation of taxes in accordance with the provisions of Title 24, Section 1786, of the Vermont Statutes Annotated? Article 2 was passed. ARTICLE 3: Shall the voters of the Village of Perkinsville authorize the Board of Trustees to expend such grant monies, gifts, or bequests which my be received by the Village of Perkinsville, in accordance with the terms of said grants, gifts, or bequests? Article 3 was passed. ARTICLE 4: Shall the voters of the Village of Perkinsville approve the expenditure of Four Thousand, Two Hundred Fifty dollars ($4,250.00) for the support and operation of the Village 's General Fund and allow the board of Trustees to set the appropriate tax rate? The Budget was discussed at this point. BUDGET for 2008: Electric street lights $3200.00 Office Supplies 75.00 Treasurer Salary 100.00 Clerk 's Salary 100.00 Insurance (Treas. Bond) 75.00 Fire Dept. Donation 100.00 Meeting money 200.00 * Misc. expenditures 400.00 Total proposed budget $4250.00 * It was voted to reduce the Meeting money item to $100.00 This brings our budget to $4150.00. Article 4 was passed with this change. It was noted that the Town, collector of the Village taxes, should be issuing the quarterly checks to the new treasurer of the Village, Barbara Lockwood. It should be noted here that the villagers are quite concerned that we don 't have any knowledge as to the whereabouts of the contents and amounts of our treasury, lacking any reports for the past few years. ARTICLE 5: To elect all officers as required by law: Harry Temple was elected to a 5 year term as Trustee. Village President elected for one year: Robert Terracciano Village Clerk elected for one year: Dorothy Richardson Village Treasurer elected for one year Barbara Lockwood Village Auditors (3 one year tearms Carol Sylvia, Joan Barton, Tricia Temple The current Trustees are: Annmarie Christensen until 2009 Ruth Hazzard until 2010 Maria Terracciano until 2011 Herome Komura until 2012 Harry Temple until 2013 Article 5 passed with the above slate of officers. ARTICLE 6: Shall the voters of the Village of Perkinsville transact any other business deemed proper when met? It was suggested that a locking, fireproof box be acquired for the storage of the Village Records. Suggested that the Clerk go through the box of old records the President turned over to the Village and report on the findings therein. Suggested that we keep searching for the old Village records and if found we find a secure place to keep them.
